That isn't an Act (a law), it's a list of amendments, made by The Lords, to a Bill (a proposal for something to be enacted into law).

ETA: I haven't read the Bill, but even if that clause were included I doubt that it would mean that doctors could prescibe cannabis — It would just make possession of cannabis legal if it has been prescribed. (I know, seems silly, but that's the way these things work... But it does leave the way open for prescription cannabis in the future.)
